EARLY INTERVENTION PROGRAM MANAGER

Wai'anae Coast Early Childhood Services (WCECS) is seeking a Program Manager with a collaborative leadership style to plan and implement our operations in the Parent Child Development Center - Ewa Beach. This will include maintaining positive relationships with families and staff, supervising a team of professionals, meeting program performance objectives, overseeing billing and case management systems, working with outside agencies, and ensuring compliance with state and federal regulations.

Responsibilities/Duties

The Program Manager will work under the supervision of the Executive Director of Wai'anae Cost Early Childhood Services. Responsibilities will include:

  • Oversee the program’s daily operations
  • Develop and maintain operational procedures and instructions to ensure optimal functioning of daily operations
  • Manage and monitor program purchases and expenses within budget
  • Ensure adherence to the agency’s personnel policies and maintain staff records
  • Facilitate staff meetings to organize program services and to address program concerns
  • Participate in agency, community, and Early Intervention Section meetings
  • Provide supportive and constructive staff supervision
  • Participate in staff recruitment, orientation, and evaluation
  • Keep the Executive Director informed about staff performance, consult when there are performance concerns, and get prior approval before disciplinary action is taken
  • Coordinate professional development opportunities for staff
  • Organize awareness efforts with community providers of services to young children and the community at large
  • Maintain a network of community resources for family referrals
  • Oversee and coordinate the provision of early intervention services in accordance with IDEA Part C federal and state guidelines
  • Ensure implementation of the service delivery model and approach
  • Comply with new guidelines, policies, and procedures as the Dept. of Health Early Intervention Section provides them
  • Submit timely reports as required
  • Ensure program meets Annual Performance Measures and quality assurance specifications
  • Develop and maintain procedures to ensure records meet Data Verification/Validation expectations
  • Develop and ensure Corrective Action Plans are implemented and completed
  • Oversee and monitor billing practices to comply with Early Intervention Section requirements. Ensure that billable hour staff meet billable hour quotas
  • Maintain physical environment to meet governmental health and safety standards
  • Exhibits professional and courteous manner when interacting with families, staff and community partners

Required Qualifications

  • Master's Degree from an accredited school of Occupational Therapy, Physical Therapy, Speech-Language Pathology, Special Education, Early Education, Social Work, or related field.
  • At least one year experience in a field specializing in early childhood development or providing services to children and families.

 

Other requirements of the position: Driver's license, carry minimum automobile insurance $100,000.00 liability, satisfactory driver's record; abstract required.

Preferred Qualifications

In addition to the Required Qualifications, candidates with experiences working with developmental delays or disabilities, especially in early childhood, will be preferred. 

 

Physical Requirements

The Program Manager will be required to drive to and from the office routinely. The Program Manager will also be occasionally required to drive to client homes and/or community locations per client discretion. The Program Manager will also be required to operate electronic and computing equipment, as well as the videoconference platform ZOOM to coordinate, facilitate, and attend required meetings.

Work Schedule

  • Monday to Friday
  • Generally 8am-430pm with rare later afternoons or weekends required in special circumstances.
  • Manage your schedule allowing for required deadlines, team and staff meetings, and training.
