Early Intervention Programs
Our Parent Child Development Center (PCDC) programs provide quality early intervention services to infants and toddlers with or at-risk for developmental delays and their families in the Wai‘anae, Waipahu, Wahiawā and surrounding communities.
- Office hours: M – F (except holidays) 8:00 a.m. – 4:30 p.m.
- Ages served: birth to three-years old
- Acknowledgement: Services are available free of charge through funding from the State of Hawai‘i Department of Health Early Intervention Section
Children under three years of age with special needs. Special needs include having a developmental delay or being at-risk for a developmental delay.
DEVELOPMENTAL MILESTONES —
The following is about usual activities that occur during your child’s development. Do not be concerned if your child seems to be behind in one activity. If your child cannot do several of the activities listed younger than his/her age, contact your pediatrician, Public Health nurse, Healthy Start worker, or you may contact us directly (see Location information).
- Birth to 3 months: Lifts head and chest when on his/her tummy, moves arms and legs easily, follows your movements by turning his/her head side to side, and makes gurgling or cooing sounds
- 3 to 6 months: plays with feet when on his/her back, lifts head and chest with weight on hands when on his/her tummy, holds head upright and steady with little support (with one hand bracing), rolls from stomach to back and back to stomach, reaches for a toy, picks up a toy placed within his/her reach.
- 6 to 12 months: Pulls self up to a standing position with some help, sits by himself/herself while playing with toys, crawls on hands and knees, moves a toy from one hand to the other hand, finger feeds himself/herself, imitates waving bye-bye, and says mama or dada/papa.
- 12 to 18 months: Walks alone, picks up tiny objects, puts objects in and dumps them from a container, puts one object on top of another, feeds himself/herself with a spoon, holds and drinks from a cup with some spilling, points to several things or pictures when named, says two or three different words in addition to mama and dada.
- 18 to 24 months: Walks upstairs and downstairs with his/her hand held, scribbles on paper, puts two words together (e.g. more juice, my ball), begins to ask various questions (juice?), feeds himself/herself a sandwich by taking bites, takes off his/her socks and shoes, and makes simple choices between toys (car vs. doll)
- 2 to 3 years: Walks well, runs, squats in play, stacks more than two objects, follows two-step directions (get the cup and put it on the table), names five to six body parts on himself/herself, uses two to three word sentences regularly, and helps with simple tasks (picking up toys)

- Directions: After you turn from Farrington Highway onto Kaukama Road, take the first left onto Kulauku Street, at the end of the road drive straight ahead into the last driveway. Turn right, make first left turn, find a parking space to the left, enter the two story building at the center entrance, go past reception desk, turn left, go to end of hallway, turn left, and our office will be on the right.

- Directions: Travelling west on Farrington, go past Leokane St., get in the right lane, go past the first driveway, turn into the second driveway and there is a three story building on the left. There is an elevator entrance at the center of the building. We are on the third floor and, as you face the building, in the farthest office to the right.

- Care coordination: Ensure that the intake, evaluation, planning and provision of direct services, and transition to the next program are appropriate.
- Evaluation: Determine the child’s eligibility for services
- Individualized Family Support Plan: Family members and service providers work as a team to plan, implement, and evaluate services tailored to the family’s unique concerns, priorities, and resources
- Therapy services: Individual and group sessions that include the provision of speech/language, occupational, and physical therapy and special education services to improve the child’s development.
- Family Support services: Identify concerns about the child or home situation and find helpful resources.
- Transition: Assist families to plan for other services when the child leaves the PCDC program
